As far as i could understand from translated texts:
  • Don't mix True position with Perpendicularity
  • They allow max deviation of 0,15 on one of ends of cylinder axis in case of 0,0 perpendicularity
  • For max diameter ( 50,16 ) they allow max perpendicularity of 0,16 - and they are allowing bonus for True position ( 0,3 + 0,16 )
(M) in True position is not bad use here, but it can be without that bonus.
If OD ( base B ) is inserted to somewhere, then it needs True position. But that is another part with another drawing.

OK, so again - don't compare Perpendicularity with True position.
True position covers:
  • Two coordinates ( here can be X and Y ) of both ends of cylinder from center of cylinder B
    The ID cylinder can be non-concentric with cyl B and still can be perpendicular to base A
  • Partial perpendicularity case ( in case cylinder is concentric with cyl B )
For ASME I don't know anything about RAME/UAME, but handleing (M) is covered by Calypso.
Both callouts are evaluated independently of each other.
