Would I create a circle on the diameter and radius and create intersection? Or is there another way to measure the feature? Just measure the angular position of the small radius and mathematically, the answer is technically the same. In other words, if you were to draw a line from the center of the large diameter to the center of the small diameter, the line would cross the tangency point.
