Create Cylinder from Circles = Form is incorrect

I'm noticing when I create a cylinder (Recall Feature Points) from two or more circles the reported "Form" is incorrect. It also seems the smaller the diameters get, the more the form is in error. (Ø75mm thru Ø180mm)
Example: (MM)
Circle1 form = 0.0159
Circle2 form = 0.0088
(RFP) Cylinder1 = 0.0375
Cylinder2 (Same feature as Cylinder1 without RFP) form = 0.0129
This is a 66% difference in reported form.
Checking form manually results in a relatable value to the 0.0129.

The XY coordinates are all relative (extremely minimal deviations) from Circles to Cylinders regardless of creation method.
A1 and A2 values have minimal deviations from Cylinder to Cylinder.

How is this form of 0.0375 being calculated?
Due to the form value, Runout will be incorrect as well.

I'll take a swipe at this.

At that level of precision could the calculation of the normal direction be coming into play? Circle1 having a larger form than Cylinder2 makes me think the A1/A2 angle difference is causing the measurement difference.

To test this measure the circles with stylus correction turned off. Then recall.
