Position with TED angles

Can you tell me how to measure this position ?

I think level should be on axis of fi 40
Symetry line will make rotation
X and Y starts in fi 40
and then rotate 45 degres around Z axis
tolerate first of hole in one axis of value of 30, tolerate hole on another site for -30; then rotate for 180 for another two holes
Holes must be measured as cylinders not circles

Can you correct me if im wrong please
