Extract the Torus. Create scanning strategies.

Create a Free Form Surface and recall feature points from the Torus, select Torus surface. click ok.

Create Surface Profile. Select Free Form Surface for the feature ABB datum feature A for Primary Datum and datum feature B for Secondary. Add tolerance and go.

No. We use whatever the DRF tells us to use. Without Free Form Surfaces option, we are unable to do this on the torus, or any other feature. This is not to say that a best fit secondary alignment might not be able to accomplish the desired effect.

Also, on a cylindrical part, there would likely be no tertiary datum....

For this part is knowledge of machining crucial. If was model not in SAT, then Calypso can interpret such small torus as plane.
I did not tried this, but you can use plane with strategy of 2 circles ( u can use walls to determine exact center ) and recall point to torus. Surface profile should give results.
Or make FFS and select this face with recalled points of previously defined plane.

We don't know how he created this feature. Did he extract it, in which case, he should have produced a Torus, or did he touch the top with Define points and create a plane?

There is a possibility that the model is not correct, so have that evaluated as well. Did you use automatic healing on the model before hand, because this could have changed things.

What you are probably going to have to do then, is manually create a torus feature and use the basic dims you have to input the nominals yourself. Then you can add your own scanning strategy to it and follow Tom's instructions:
