The reference length is equal to 2, the length of the 8mm diameter. Create a cylinder feature. Edit the Depth field to 2 and you should be all set. If working from a model, just extract a cylinder and all info should be there.

The reference length in the perpendicularity takes the depth value from the cylinder. So, you can change it in either place.

If you create a cylinder using manual points, the depth or length of the cylinder is defined by the distance between the lowest and highest point. On a 2mm long cylinder, the depth is likely to be less than 2mm because you won't be taking points at the top or bottom edges. As part of correcting the nominal values, good practice would be to edit the depth to the 2mm length shown on the drawing. The second option would be to edit the reference length in the perpendicularity.
