Radial Hole Pattern

I hope this is not one of them DAH moments for me but would someone explain to me the correct interpretation of the highlighted position callout(s)? I'm I missing something or is their a more GD&T friendly way to apply? The second question is, how to properly input a radial hole pattern into Calypso correctly? Many of you on this forum have 10 fold the knowledge I currently possess, so thanks and any help is truly appreciated.

It looks like they want to see the 4 holes (indicated H), as a pattern, held to C|D, within 0.016. It also looks as if one of the "H" holes is also a Datum (F) and must be held to C|D within 0.004.

You'll want to use a standard True Position characteristic for Datum F, and a "Best Fit Bore Pattern" for the (4) "H" holes collectively.

The 0.240 dimension is basic, and unless there's a note in the title block or somewhere else on the print, it's without tolerance.
