The real question is whether a reference dim has 0 tolerance or an infinite amount. If the former, your part will always fail. The latter, you will always pass.

The worst thing I see is when Engineers make a construction or axis line in a group of in-line features a datum without notating which feature is the datum. We have one particular customer that has that problem with every print they give us.

I meant referenced somewhere else on the drawing. I've had drawings like this where they show the diameter in one view, and the position in another view.

That was my first thought. The point of the reference dimension isn't to leave something completely uncontrolled. It is to avoid over defining the drawing when you want to show the dimension again for clarity. So if there is no tolerance for that feature, it can really be any size as well.
