3d Curve HELP

I have this 3d curve we need to measure. I have tried creating this using CAD>Creating Features>Creation, picking the lines that make up the form and I do get the form but at the tangent point of the blend radius. We want to move the path .005 to .0075 down from the tangent point so the blend arc does not influence the measurement. Using modify nominal in the nominal pull down does not work. No mater how we try to shift and/or rotate portions are well off the surfaces needing to be measured.
Second attempt was to go into creating features using Point Set (see attached screen shot). As you can see it created the 3d Curve but the Edge distance is ignored. Does not mater what number is typed in, have tried has high as.030, it creates the 3d Curve on the tangent line of the blend arc. The solid model came in as a stp file from the customer and we cannot manipulate anything either in Inventor or Solid Works. How can I move this curve? 333_09ed97a7fc0e94734c26f33a60afcf3c.jpg

Created a 2d curve and the success was no better. 1st problem the point vectoring was off, second problem it still will not allow form to be manipulated in. This vane rotates 90deg from where it starts to where it ends

Here is a screen shot of the slot I am working to. The profile is ok but I cannot manipulate it away from the tangent of the blend arcs. Tried a number of tactics, translation, rotation, constant value to move this profile uniformly all the way around.
Doing an unknown contour wouldn't work because it seems to require multiple articulations. I also have tried sectioning but can't seem to get the correct angles for the sectioning plane. This form rotates 90 deg from where it start to where it ends on OD 333_ab02576845bb0b20f70fcd7a43135ae1.jpg

You can try with General Curve or General Surface
Feature>Special Geometry

In General curve, each individual point we can assign different vector and stylus angle.

This can not be achieved by simple moving nominal points. Beg your 3D CAD for include special spline on model. That's the only way to get what you want
