Profile in a general note

Is the second capture a valid statement? One of our customers have all their drawings like this & I know I'm being very picky but I consider it an incorrect note to what the standard (first capture) clearly states...

Even if otherwise specified, your basic dimensions will be ignored.

Capture 2 doesn't even make sense.
I've seen production put tolerance on basics just as a "setup dimension", but you don't throw out a part that passes a profile but fails a made up tolerance on a basic.

I have customers that use this as well. My interpretation is there are other feature control frames that use basic dimensions, like position tolerances. So if the basic is not for another type of feature control frame, position, angularity, etc. then those surfaces would be checked to the profile tolerance per the general note. Whether it's correct use or not, that's another debate.
