The one on the left evaluates the derived median line of the the feature. I believe this is how the ISO GPS standard defines the position tolerance. The "P" button is a projected tolerance zone. If left alone it should chose the axis over full length of the feature which would be how Y14.5 defines a position tolerance(There are two different interpretations-axial and surface- but we wont get into that here). When you click on the "P" button, a new window should pop up with an option to type some values in. You will also see this represented in the graphics window on the feature with some yellow arrows showing the projection. If you have a large number in there projecting it a large distance, it will make a big difference. Also, check your evaluation settings( fitting algorithm, filter, outier elim..etc.)
