For the True Position to A-B E I am using an intersect point since the projection has a 0 value. Is this My best method to approach this ?

I'm not sure why I would utilize a P modifier w/ 0.

(7.4.1.2 Application explanation)"The specified value for the projected tolerance tolerance zone is a minimum and represents the maximum permissible[ mating part thickness, or the maximum installed length or height of the components, such as screw, studs, or dowel pins.

shane olson , I agree...I have discussed with My engineering group that since a dowel is inserted and used between this and a mating part that the projection could best be utilized by defining the height of the dowel on the DRF.

They seem more concerned with where the center of the cylinder lies on the surface.

Well since they have a Projected tolerance of Zero i'd have to agree to go with your intersection point of the cylinder (threads)
and plane (E Datum)
