I don't know that it's illegal. If it were me, I think I would do a best fit bore pattern. I'm surprised they didn't want to use datum A.

Not going to help you now, but if I recall correct, a function for this is comming in 6.8.

No It's drawn incorrectly. Position can only be applied to features of size, not a basic dimension like that. I think it's obvious though the intent is to control the holes to the pattern. They could've done something like 2x Ø[diameter size], and applied the position tolerance to that pattern with no datum reference frame. I would interpret it like that and report the position of both features to the pattern.

I could try bore pattern, if I'd have the knowledge. I'd still need to pick that symmetry as primary datum, right?
And I have no idea what to do with checkboxes "rotation" and "translation"
