I don't know this kind of maintenance unit, but maybe it's a problem similar to this:

Classic mechnaical units have an automatic exhaust valve at the bottom (where the Y-shaped twin tube is in your pic), which is meant to open automatically when a certain amount of liquid has accumulated in the glass. The liquid is then blown out and the valve is supposed to close again. But that doesn't always work and air keeps hissing from the half-open valve. For those mechnical units it's usually sufficient to gently knock against the glass to make the valve close again.
Maybe this unit has a similar mechanism somewhere else? Just guessing.
