True Position Question

I am having a brain fart and i seem a little confused how to get the True position and Datum of the attached drawing. I even asked the other guys in the shop and there a little confused. I figured i would ask you GD&T gurus.

The datum placement seems a bit bizarre, but it still works. The hole with the true position to A is basically just perpendicularity of the hole to A. The hole with the position to A and B you can think of as perpendicularity to A and the direct point to point distance from B to C. The ordinate dimensioning scheme on the drawing seems to add to the confusion.

For the Datum B holes, I would use the true position and click on bore pattern with Datum A as the only Datum. This will create a Best Fit for Datum B. I would then use the Best Fit created from the Datum B true position as the Datum for my Datum C holes.
