Random Clearance group changing

So im in Chelsea Michigan, but i also do some programming at our Lansing & Detroit facilities from time to time.
At our Detroit (Farmington) location they are having an issue with previously proven programs now running themselves into a very substantial fixture.
There's about a dozen programs in this particular family, all of which has been run before, but now some of the -X clearances are changing themselves to +Z, which is a big problem.
And even bigger problem is that programs that ive recently "looked over" to make sure everything is ready to go are still having issues.
Have any of you ran into this problem in the past, and what was the permanent fix?

They are running 2016 and i don't know what service pack

I have had much worse than this.
Not only have I had Clearance groups change, but I have also edited a feature, close the feature and then find some of the edits did not take affect, as if I only changed a few things or nothing and it appears to be random.

Its the majority reason we have all these minor collisions beyond our control.
All of this started with v6.2x

I have seen this happen if someone opens the clearance cube section and says yes to updating clearance values. Or if someone does a manual base alignment and after closing out of the base alignment area agrees to update the clearance groups. Are you running from Autorun or do operators have access to the programs?

I'm starting to think this may be a "Rights" issue with the login im using at that facility.
It totally random but some programs i Updated the other day to get rid of the offending clearance moves are still having issues.
Of course we don't have our own IT department now that the company decided to go to the "Corporate IT" route, so i don't really have a person to bounce this idea off.........
Ooh well i guess well learn at the rate of $120 per crash until we get it figured out.
