I need to inspect a circle but it is not closed.

I tried to grey value this but it did not recognized it.

Instead of fitting a circle to that edge, you can create an edge curve along the profile where you want to measure the circle.

Then, you can assign the measuring principle Gray Value Feature to that edge curve.

This should work much more stably because Gray Value Features aim for full or close to full coverage to be able to fit a geometry (in your case a circle).

Finally, fit a circle to the edge curve that you created and give that nominal circle the measuring principle fitting element.
