Are you able to create the two features as a pattern? And is that how you are checking the top callout?

If so, you can make the top and bottom callouts seperate checks bc regardless of whether you do this as composite or separate they are the same.  This is bc the bottom callout with datum A only further refines perpendicularity and location ofbthe holes from each other.
