Least material requirements

There is an LMR requirement with a hole position, which would not be a problem, but there is an additional text next to the requirement that reads:

True position tolerance is based on hole diameter plus 0,003"

How to take the measurement to meet the extra requirement. The logical thing would be to add this value to the nominal diameter, but then I get the following error message:

The actual size of the fitting element is outside the tolerance.

Please help me find the right setting.

I use ATOS Professional 2018
