Creating A Circle Manually

I know this is probably an odd question, but I will ask anyway. I need to create a circle feature manually and need to know how to define it as a hole or a stud. Any assistance would be greatly appreciated.

There is a button in feature window at top drawn like two cocentric circles - bold one is selected one ( outer is a stud, inner is a hole )
