Creating a plane tangent to a cylinder

I know this is a simple question but we don't use our CMM all that often. I also can't find my user guide! 

My question should be simple: I have a cylinder that I've scanned and I want to create a plane tangent to its outside surface, parallel to another plane of my choosing. I've tried the tangents feature but after I've selected the cylinder I scanned as the first feature, it gives me only the same cylinder as the second option. What's the best way to do this?

Create a theoretical plane based off the cylinder location and radius.
