PiWeb PDF Report link to open interactive .ptx

Question, (I'm on PiWeb basic only- nad have taken PiWeb class) when a report pops up from Calypso and I click an actual dimension value it open InteractiveProtocol.ptx where I can vie the CAD etc.

When a PDF is output and I click on this same dimension -it tried to open but instead lands at PiWeb reporting plus open screen saying I dont have a license. Is this default/normal behavior? Is this a license thing ?
