Part of me feels a bit... weird... sending you to a different forum, but this is probably the best information I found in my, admittedly short time searching.

On the other hand, it is odd that they would put the FRTZF of that callout having a larger tolerance than the PLTZF. Don't know if that really makes sense....

I'm very familiar with ASME; almost not at all with ISO.  

According to ASME the FRTZF must have a smaller tolerance because you're right.  It doesn't make sense to say that a refinement has more variability than the initial tolerance...

Never worked with a statistical tolerance.  I've just never worked in one of those shops.
