there is a characteristic copable of calculating the concentricity between the centre of holes and a cylinder reference?

Is it pitch circle from n of holes?

Your picture is not helping much - i am not sure on which element is concentricity used.

I also don`t have a good idea of the situation from your picture.

In general you need something with a common center to use concentricity. Otherwise you can use a position.

 From the snippet I am guessing you have a pattern of through holes on the large face where the pattern must be concentric to A (as a circle) within a tolerance zone of 0.01 (no idea the units). If that is the case, construct a circle feature from the pattern of through hole circles by recalling them into the bolt hole circle. Create a concentricity characteristic where the feature is the bolt hole circle and the first datum is A as a circle.
