From the snippet I am guessing you have a pattern of through holes on the large face where the pattern must be concentric to A (as a circle) within a tolerance zone of 0.01 (no idea the units). If that is the case, construct a circle feature from the pattern of through hole circles by recalling them into the bolt hole circle. Create a concentricity characteristic where the feature is the bolt hole circle and the first datum is A as a circle.
