Full form thread milling can aid in this issue. You will have to use the Pitch Diamter tolerances for the feature tolerance to be correct when applying modifiers.

I have been using this method for nearly two decades.

On a side note, I have worked with many companies from smallest to the largest who have allowed using minor diameters to control the true position tolerance and location.
