my addon package has import.whl, but why error shows with no module

I want to use whl in my python code,  other than ererytime share my code to the customer with my full python environment, can anybody help me?

Can you provide more details and a clearer explanation?
A piece of code could help understand.
I tried installing scikit and i found no problems using it.
