Andreas what's the problem?

Clearly if diameter is 50.00 then perpendicularity should be 0 ( zero )
If it's 50.16 then perpendicularity is 0.16

It's without base B so what's the problem here?

Sorry Andreas - for me as Czech it's hard to write your images into translator to get translated into english or czech.

But from a few lines i think you are reffering to which method is used to evaluate cylinder.
I don't know much of ASME, but i think there is most used method tangential. Gauss is mostly used in ISO norms.
If I would care for tangential in ISO i would use (E) or mention method in diameter dimension ( GX, GN or SX, SN )

If it's true, that you are seeking for clarify which method, then look into basics of ASME - somewhere it must be defined as default method.

Please sign in to view this quote.

Those PDFs had one good thing - some text could be copied for translation - from images it's much harder.
I get that image is much more descriptive, but it should simple - you are writing essays into images - the most respondents are talking here in english.
It would really help if your main words or questions would be written in post as text and not in an image.

Thanks Andreas for posting PDFs with pictures ( little hint, you can add that attachment into one post 😉 )

Not sure how ASME, but even ISO don't predict that this cylinder must be perpendicular to any axis from drawing.
So without perpendicularity present on drawing you can be fine with Ø50.16 and any angle.

Sorry for not answering now - i am quite ill, so not enough energy to do serious business 🤣
Not sure if i understand those rectangles 😱

But now you have superb post format ( at least for me )
