Can anyone help me and interpret the #15 & 16 angle callout? If this helps, the plane
on the bottom (bellow the cylinder) is at 35°.If I intersect the 3 planes, it measures 14.
I still don't understand what the 4.5° is relative too.

I'm now being told that some of these dimensions are casting dimensions.
Never delt with casted parts before. How are casting dimensions different
from the way a machined part is dimensioned?

Draft angle is very important in casting and injection molding. It allows the part to release from the mold. The drawing should specify draft in a general note or on applicable dimensions (like a distance measured plus or minus draft). Lots of good material online.
