ISO GDT Question

I need an ISO explainer guys. Look at the attached print and see if the two middle holes (the ones called back to TS) should be allowed to rotate or not.

I would guess it can be rotated pattern around T, but i think it's bad drawing - they should have allow some space for assembly, but not that much 😃. I was looking for patterned T, but there is not.

I hope someone will answer too 🤣

Yes, they can rotate around datum T. Each hole separate. Like the example, if radial distance and parallelism to datum T is good, the Position tolerance of both holes will pass:

Datum S is doing nothing here.
