GD&T interpretation for True Position that has Notes

I would like to get opinions or facts on the attached image of what determines the "At Entry" and Breakout" areas of a diameter.
The diameter exists between to other diameters, the axis of the three diameters are the same location.

I had interpreted this as where the axis of the Ø8 enters from the right side to the breakout at the left side.
I've been told that is not correct per ASMEy14.5 rules (Which I understand), I think the notes "At Entry" and "Breakout" changes the rules and I think "At Entry" is from the left face and "Breakout" is at the right face.

Any help is appreciated.

I agree with your interpretation.
The standards are for "every day applications", whereas the notations imply that this is a unique scenario with their own rules of application. I would also argue that the more central areas of the areas of the cylindrical feature have implied tolerances that can(/should?) be calculated from the existing "Entry" & "Breakout" tolerances.
