Recalled circle is elipse

please look on photos
Is it normal ? or some kind of CAD error or just Calypso 2017 bug
It looks like larger selection should let me do more accurate circle but i do not know why its making elipse of it
its checked in many angles and the larger selections fit to profile of circle and it seems it should be circle
any ideas how can i select more and have a circle not elipse ?
edit: and second circle looks like on tirth photo it has like 13000 mm diameter instead of 10
