secondary alignment - order of precedence

I seem to recall that when running a program from the features list, a secondary alignment would only run prior to a feature that required it. I'm running a program in planner and it runs the base alignment and then it runs 3 secondary alignments and then runs the remaining features. The features that use the secondary alignments are quite deep into the program. My secondary alignments are near the bottom of the characteristics list.


UPDATE - Just figured out the problem. My secondary alignments have loops. When I remove the loops, it works like I expected.

I'm disheartened to see that that particular error is still an issue in current versions. I wasted too much time figuring that out in 6.6.28.
