I think you are taking it from wrong direction.

First of all - usual usage of pins like this would be to position something or to help with torque. BUT both pieces ( not pin ) are faced together ( bases for perpendicularity ) so only pin and hole will have problems to fit to each other - perpendicularity on pin and hole takes care for it.

Next - it doesn't matter if designer write tolerace class ( like f7 ) - he can ommit it and write just max/min - same for hole.

Such big effort, time spent and you are still wrong.

If you want to apply 16f7 and 16H5, then apply perpendicularity | 0 (M) |
Nowhere at this figure 9-13 is present tolerated dimension for hole. Only pin.
