It still amazes me with 10.7 million open jobs in the US, some employers refuse to list a salary range for a position. Why would I waste my time applying to something that may pay less than what I make now? You have a budget for this position, list the range. I also hope they pay the new person according to current fair market value, which is higher than what many CMM programmers are paid when considering the skillset and responsibilities of the role. Honestly, most experienced CMM programmers with a solid grasp of GD&T should never be paid less than $90k (hourly equivalent), and I think the argument could be made for $130k+. .
