How to define and evaluate Free form surface

I don't understand your question. What's the problem?

For defining you need CAD model. For evaluation you usually select profile of surface.
You can define strategy in FF or you can recall measured points.

Thank you for your response, I selected bunch of space points and recall them in Free form surface.
now my question is what option should I have to used for Evaluation either Best fit or Gauss?

I can say that i had never success with Gauss or Tschebyscheff - i always pick Bestfit and select needed axis to translate and rotate.

Well if you have full datums then you don't need to bother with fitting in FF. Just recall points into FF - select faces if needed and make surface profile callout with A|B|C datums.
