Polar coordinates don't match XYZ?

I have a 3.000 in. OD cylinder at X0, Y0, Z0 is top surface perpendicular to the cylinder. Shouldn’t polar radius of every point on the cylinder be 1.500? For point9 shouldn’t R = 1.500, A= (angle to match vector) 16.05 degrees and H= z value of -.238? Is it projecting the 2D polar coordinates onto another plane instead of XY plane? But you have to be very careful:

every time you change the alignment, the datum for projected angle will revert to its original state.
This is very annoying and can easily cause errors! 😠
