BASIC dimension

Datum -A- is the centerline of the part, and -C- is the surface that
the 12.27 dimension is from. Shouldn't 12.27 ±0.05 be BASIC?

The 2 angles are conical and the radius is a torus, all 3d features, so I believe A controls everything except the rotation about A and translation along A, so C could be eliminated.

The leader line from the 12.27.

Perhaps the 12.27 is to be applied to another dimension on the print?

No, they want both cones (sides) of that contour.
That area of the part captures two bearings in a
motorized hand-piece.

I also think that either that dimension should be basic or as Tom said, to remove Datum C from DRF.
But it is better to evaluate it by making the dimension basic and keeping the DRF same as the print because DRF is constraining the surface in a tighter tolerance zone than the linear dimension.
