The 2 angles are conical and the radius is a torus, all 3d features, so I believe A controls everything except the rotation about A and translation along A, so C could be eliminated. But it is better to evaluate it by making the dimension basic and keeping the DRF same as the print because DRF is constraining the surface in a tighter tolerance zone than the linear dimension.
