How to turn off scan optimization for a single feature?

This is a two part question.
1. How do I disable or turn off scan optimization for a single feature?
2. Does scan optimization ignore assigned alignments to a feature?
I ask part 2 because it physically appears to ignore the assigned alignment to a feature.

When I want to make a feature avoid scanning optimization, I will do 1 of several things. Click the None button under Projection, click Meas Ref and select Own Geometry (ID's only) or from another duplicate circle, measured it with 4 touch points. Or use a formula to pull location and size info from the touch point circle. Yes, it still takes time to do this but I never run into a 2nd scan at slower speeds.

My mistake...
In this case I am working with a Taurus.
It doesn't appear to have that option.

Create a copy of the torus and measure it with some points.. Then, use formulas in the actual torus to reference the "points" torus.
