Construct circle from center point

I created a section view of a part leaning 1 deg to the right. The two exterior points are Point 1 & 2. I then made a division point in the middle. Is there a way to make a circle sharing this center point and sharing point 1 and 2 as the outside?

you can define the radius of a point-normal circle by a point:

The normal can't be derived from your point and you have to supply this information on your own.
