strategy points polar

I just started a new program with a CAD model. The part is a cylinder. I am putting the axis of the cylinder along the X axis of the machine and setting the face/top plane of the cylinder as X zero. My planar rotation/ Z is set to a key way feature. I am trying to put points on the plane equally spaced by using "relative to base alignment, polar" in my strategy. Radius is fine but angle zero is at the top where I would expect 90 to be and 90 is where zero should be. I have had this problem before. I could live with it but I would rather fix it. Is there a setting somewhere or am I not looking at this right?

Also, it sure would be nice if there was a rotate/translate, pattern option within the strategy so I could set one point and rotate or translate it linearly to get the rest.I know I could use circle path and single points but then you can not change/move individual points.

When you open the plane feature, there should be start-angle at the bottom of the nominal list, change it there to correlate with the position you want_?

That is because Planes have a completely different FCS. You could change the Start Angle 90° from inside the feature nominals window, and that should correct your problem.
