Composite positional tolerance

Hello everyone, I have a quick question about a composite positional tolerance. I'm wondering about the second tier of this, where the callout is to only the A datum. On this part, the A datum is a freeform surface, which I have created a work plane in order to use this surface in my datum structures. My question is this: when I am setting up the best fit of bore pattern, do I check mark the boxes titled "Rotation" and "Translation"? I'm under the impression that I do for this particular datum structure, as the pattern is free to rotate and translate when only called to A. I have attached an image of the strategy and callout in question. Thank you in advance!

Make two positional callouts. One for the top with rotation and translation not check. The second one for the bottom with both rotation and translation checked.
