A GD&T question for Profile

I have a print where non-toleranced features fall under Note 7.

Note 7 is a profile of Unequal Distribution .040/.010

Then there is Note 17, which allows for a surface condition.

See attached image.

How do I implement Note 17 in the Profile requirement?

Edit: 

I am unable to find a single instance where Flag Note 17 is applied to a feature.

All Notes are "Unless Otherwise Specified".

Now I wonder if Note 17 is a general note and not applicable on this particular blueprint.

Never had something like this before. 

 

I would measure the depth of surface texture (value below 0,015) and hope that it is quite uniform and put it on the tolerance (additive).

Now do you put it on the tolerance out or in the material or 50/50?

This is pretty much impossible by the info given alone. One could decide depending on how the texture is achieved. Is something added to achieve the texture or is something removed to achieve the texture?

 

Thinking about the wording ... I would read "in addition" as additive material wise (non native speaker).
