O-Inspect not moving to select correct tool from tool rack

We have a new tool rack installed on our O-Inspect.  There are currently our MasterProbe, a Z stylus system, and a T stylus system with +Y and -Y styli.  I have a measurement plan that uses only the Z stylus system.  It loads the Z stylus system correctly when the measurement plan is opened and run.  When I switch to the measurement plan that utilizes the T stylus system, it pops up an error saying that the Z stylus system Y stylus is not qualified.  It does not have a +Y or -Y stylus installed, either physically or according to the computer.  Why does the machine not go grab the correct stylus from the rack like it does the Z stylus system?  This works correctly for both T and Z on our Spectrum.
