Does GOM best fit unconstrained rotation for surface profile?

Attached below is a perfect example. You the torx drive pattern was a surface profile and Datum A was the top head face and Datum B was the outside diameter of the threads the clocking/rotation of the part is unconstrained.

Is GOM best fitting this or would you need to build features to clock the torx drive profile? 

It believe in this instance GOM is somehow best fitting the profile in the background as I can't build a clocking tertiary datum to get the measured value any lower.

Hello Mr. Jones,

Using A=Plane and B=Cylinder leaves an open rotation.

When checking an element with surface profile_AB the rotation will be locked via best fit.

(Surface profile with no datum with be a complete best fit (6dof))
