The top plane is Datum A, the id is Datum B. No tertiary datum. There are 2 holes, perpendicular to A. One at 12 o'clock and the other at 6 o'clock. No. The shape of the tolerance zone is diametral in XY, so the position of the tolerance zone is fixed by the secondary datum, so no translation allowed. You want it to be able to move within whatever bonus the size of B is giving you. Pg. 53 of the cookbook has this exact callout, and it's where my answer comes from. Since tolerance best fit is selected in OP's print screen the bestfit will be limited to what the MMB on secondary datum (labeled MMC in Calypso) allows.
