When designer make this on drawings, then he MUST consider dimension for other plane. And if plane B has +/- tolerance, then it' allowed to turn in both directions. These drawings are for assembly use - so this second plane needs clearance, which I assume the designer did. Counter-clockwise rotation would be possible if the base B of the simulator was moving. Those pictures are misleading.
