Operator Message at Msmt Plan Open

I have what may be a simple question for many of you, but I can't seem to find what I want.
Using Calypso 2021 7.2.16, no PCM option

I would like to have a message pop up automatically when a measurement plan is opened to provide guidance for the operator of any special set-up info or circumstances.
We currently use the Measurement Plan Comments and User Information features, but some of our operators get complacent and don't read the Comments box in the run screen, much less click the User Information button.

I saw in the Challenge thread where a similar issue was handled through PCM, but as stated, that option is not active.
