Alignment with and without direction - what's the difference?

The Calypso 2016 release notes mentioned a revoked change in the definition of alignments:

I never quite grasped why the two definitions shown make a difference at all. It looks like the one on the right will somehow shift the origin - why??
I never cared much about this and never had any problems, but now there's an experimental "project" of mine where this may be of importance. Can anyone explain what is happening here?

Default is machine coordinate system, until you specify otherwise. With a turned shaft, you probably don't want to use any rotation, for example.

I know. But what is the difference between the two examples above? The one on the right has the axis directions for spatial and planar specified (marked in yellow), the other has not. The text and pictures seem to imply that both will result in different alignments (origin), but I don't understand why.
